For straightforward balancing, lockshields are the main working valve. They are built for setting flow and then being left alone. If you are fitting a pair of manual valves, the common arrangement is wheelhead on the flow side and lockshield on the return, with the lockshield used to throttle and balance.

TRVs complicate the picture slightly. A thermostatic radiator valve is there to control room temperature, not to carry out final balancing. That said, in many modern systems the radiator set will be TRV plus lockshield, which is perfectly normal. In that arrangement, you still balance on the lockshield side. Manual wheelhead valves are not ideal as the balancing valve because they are designed for routine user adjustment. They can be used where needed, but they are easier for occupants to tamper with and usually less suitable if you want to preserve a commissioning setting. In occupied properties, especially rentals or managed stock, that is a practical downside rather than a theoretical one.

So if the question is which valve type is best, the answer is usually simple: use a decent quality lockshield for balancing, and pair it with the appropriate control valve for the application.
